Mustafa Sagsan graduated from the Department of Library and Information Science at Ankara University in Turkey. He completed his Master Degree in National Information Policy field at the same University. His Ph.D in Management and Organization Science from Baskent University was received in 2008. He was co-founder of the Department of Knowledge Management in Baskent University between 2002-2010.

He was co-founder and Chairman of the Department of Innovation and Knowledge Management at the Near East University from 2010 to 2020. Afterwards, he worked at Cyprus International University in the Business Administration Department for 20 months.

Now, he is the Founding Rector of the World Peace University which is a new University established under the auspices of Altınbaş Holding.

He was a visiting professor at McGill University in Canada, InHolland University in the Netherlands, and University of Nottingham in Spain. His research focuses on knowledge management, organization science, strategic management, human resources management, philosophy of social science, and e-government studies.
