Assist. Prof. Dr. Abdulfattah Abdulrazzaq Mahmood is a renowned specialist in the field of International and Constitutional Law, known for his extensive knowledge and expertise in these areas. He was born in Erbil, Iraq, in 1961, and has since then dedicated his life to the pursuit of academic excellence in the legal field.
Dr. Abdulfattah obtained his Bachelor's degree in Law from Salahaddin University-Erbil in 1996, followed by an M.Sc. in Public Law in 2001 and a Ph.D. in Public Law in 2007, both from the same institution. Prior to pursuing his legal studies, Mahmood had also completed a Diploma in Civil Engineering from Baghdad in 1981.
Dr. Abdulfattah’s academic career spans over 20 years, during which he has taught various courses in the field of law at both the undergraduate and postgraduate levels. His areas of expertise include public international law, constitutional law, labor law, media law, and international organizations, among others.
Throughout his academic career, Mahmood has also held various administrative positions. He served as the Dean of the Faculty of Law and International Relations at the Lebanese French University for two academic years from 2016 to 2018. He was also the Deputy Minister of Higher Education and Scientific Research at the Kurdistan Regional Government from 2020 to the present.
Mahmood's research contributions in the field of law are significant and far-reaching. He has authored several research papers and publications. In addition to his academic pursuits, Mahmood has also served as a lawyer for a year from 1996 to 1997 and was involved in the management of construction contracting works in the private sector for seven years from 1985 to 1991.
Mahmood's outstanding contributions to the field of law have been widely recognized, and he is considered to be one of the leading experts in International and Constitutional Law in Iraq.
